It helps the organization identify its digital objectives and determine how to achieve them. A digital strategy should align with the organization's mission. It typically includes the organization's vision, guiding principles, priorities, and action plan. It also recognizes the importance of careful planning for the use of digital technologies. A digital strategy can benefit any organization, regardless of its level of digital maturity.

Key Elements

Develop an accurate overview of the organization’s current situation and assess its current use of digital technologies.
Set clear objectives and identify the next steps needed to move forward; assess required resources; develop a roadmap; define performance measures, etc.
Ensure that the needs of the organization’s service users are addressed without overlooking staff needs; conduct a needs assessment.
Select the right digital tools.
Develop a communication plan to support a smooth transition through effective change management.

The term “digital transformation” does not mean “everything digital, right away”! A gradual digital transformation offers many advantages for organizations that want to implement this change smoothly.

Understand the complexity of digital transformation; it is not simply about purchasing equipment and offering remote services. It involves transforming the way an organization works, operates, communicates, and responds to the needs of the population.
Proceed step by step; this helps limit initial costs, as expenses can be adjusted over time based on the results achieved.
Seek to understand the reasons behind resistance to change within the organization. Regardless of the sources of this resistance, keep in mind that staff and service users may be more receptive to new tools and processes when they are implemented gradually.

The “digital divide” refers to both inequalities in access to digital technologies and disparities in digital skills and usage. Organizations can adopt various digital inclusion measures.

Consider the impacts of the digital divide on both the organization’s staff and service users.
Pay attention to factors that may contribute to digital vulnerability (age, geographic location, income, education level, immigration status, etc.).
Lend equipment (tablets, computers, etc.) to service users who do not have access to these tools.
Offer training on the use of new technologies and/or refer individuals to specialized external resources.
Improve the accessibility and usability of digital services by adapting the environment and digital communications to meet the needs and limitations of all individuals.
Maintain offline alternatives; promoting digital inclusion means ensuring that services are also available without requiring a computer or Internet connection. Maintaining such alternatives helps prevent the exclusion of people who are not connected, who have limited digital skills, or who prefer not to use online services.

An organizational policy is a set of guidelines and rules that govern behaviours and decision-making within an organization. Organizational policies cover a wide range of topics, from harassment prevention to workplace attendance management. Some policies are required by law. Each policy addresses a specific aspect of an organization’s mission or activities and should be adapted to reflect new digital realities.

List the existing organizational policies.
Identify the policies that need to be updated to reflect new digital realities (for example, updating an organization’s code of ethics to provide guidelines for managing psychosocial support requests received through social media).
Pay particular attention to legislative changes (for example, Quebec’s Bill 25, which introduced a major reform of privacy protection laws).
Address key issues related to the growing use of technologies within organizations (such as cybersecurity) and develop policies to mitigate risks (for example, implementing a password management policy, secure email management policy, secure connection policy, and personal device use policy in the workplace).
Share policies internally and externally to ensure they are known and understood.

Cybersecurity is a concern for all organizations. It encompasses all technologies, processes, practices, response measures, and mitigation strategies designed to prevent networks, computers, programs, and data from being attacked, damaged, or accessed without authorization. Its purpose is to ensure the confidentiality, integrity, and availability of information.

Inventory the systems and various applications used (e.g., servers, software, collaboration tools, etc.), identify where data is stored, and determine whether it is securely accessible; identify potential vulnerabilities.
Pay particular attention to sensitive information handled by the organization (for example, personally identifiable information, financial data, or health information).
Ensure that patches and updates are regularly applied to all software and hardware.
Use strong passwords and implement user authentication policies (such as two-factor authentication or multi-factor authentication).
Back up essential information and applications to at least one secure location, such as the cloud or an external hard drive; regularly perform backup and recovery tests.
Install antivirus and anti-malware software on devices to help prevent malicious attacks.
Secure the organization’s website by encrypting the website and data transmitted through it by installing an SSL certificate.
